I like the first idea. Giving heroes like zeus the actual possibility to dmg towers...
But wouldn't it be better if it was ability damage instead of magic damage?
There are some heroes with physical damage abilities that will cry otherwise. Although I don't remember a single hero who would right now ( Ember Spirit won't buy it anyways,right?) maybe they will be added some day?
From a balance perspective, I don't think the first one really breaks anything. Maybe Morphling depending on the item, but really I expect it to be kinda useless if its stats aren't any good.

Invoker uses Chaos Meteor on tower. Tower takes 3K damage. Tower dies.
Player quits dota.
Skywrath Mage uses 4x Mystic Flare with aghs on tower. Tower takes 5600 damage. Tower gets disintegrated at the molecular level.
Player puts OSFrog in the frying pan. Player receives Frog's legs (x1).
Tinker uses...Literally anything he has, and is now the best rat in the game bar none. On a global hero that had zero tower damage before, he can now kill any tower from full HP in less than 5 seconds.
Player ponders and writes an essay about how OSFrog can break the game on so many different levels in every patch. Player receives PhD in ********ology.
Nature's Prophet doesn't even need to leave his base anymore, he can go aghs/refresher/octarine plus this item, spam his ulti and chip towers indefinitely. Timbersaw can also kill towers in 3 seconds.
No seriously. Even with a low 25%-ish damage multiplier this item is the biggest imbalance I have ever seen. Bar none. Thanks OSFrog. Even if I tried I couldn't break the game that hard. EleGiggle.
