This build is not invented, is based on multiple tournament games in which XBOCT carried Na'Vi playing as Phantom Assassin , including games from The International 2.
I'm not saying this is the best build of the world or nothing like that, I'll just describe how XBOCT plays his PA and why he chooses his items.
Also, in my opinion, this build is excellent for every kind of game, pub, premade or tournament.
I won't be specifying each pro and con of Mortred, there are plenty of guides for that... to wrap up, she's an squishy hero with super high dps, best chaser in the game, very item/farm dependant, highly evasive with decent escape mechanism.
XBOCT maxes out Stifling Dagger first to farm from a safe distance and harass enemies (15 mana cost, highly spammable) meanwhile he levels Phantom Strike and Coup de Grace at conventional 6. Blur is given a point at level 10 and maxed at 14, although it's recommended to give an early lvl 3 or 4 point to Blur if you are being harassed.
START
XBOCT starts out with two sets of Tango and 1 Healing Salve in order to recover from creeps/harass/early ganks and be last hitting actively on the lane. Alongside a Ring of Protection you have a start orientated towards surviving the lane and getting all Last Hits possible, even having the chance to be aggressive if the opportunity arrives. The Iron Branch are for a few stats + a future Magic Wand.
EARLY
An early Ring of Basilus works WONDERS for a little mana regen, extra armor, and +6 damage. Also, you already cooked 1/4 of your Vladmir's Offering.
Following that, buy a Stout Shield, and pair of Boots of Speed.
EARLY/MID
Finish your Phase Boots (I can't stress enough how superior Phase Boots are compared to Power Treads on Mortred, as your criticals benefit from the Raw Damage, plus you already got attack speed, and they give a huge bonus on mobility. Complete your Poor Man's Shield , which combined with your Blur will make you pretty hard to harass. Finish that Magic Wand for the stats and the *** saving active.
MID
Ok, now it's time to begin building that Battle Fury, we want to buy Ring of Health first as it gives a huge health regen and you can buy it on the side lane, finish that Perseverance and , if you are farming safely, wait for the 1400 gold mark and go for Claymore before Broadsword.
After your Battle Fury is done, you can start having some team fight participation (Phantom Assassin shouldn't gank or teamfight before BF) , and focus on finishing your Vladmir's Offering which should be quick. For Helm of the Dominator fans, although is cheaper and nice, vlads if way better for your team, aside form the few extra bonuses. Note that after vlads you can solo Roshan with ease.
Get your Black King Bar which is CORE on Mortred, as she is really squishy and if disabled, she can go down with ease. (note that bkb also gives some nice 24 raw damage which ofc enhances the crits)
LATE
Build a Monkey King Bar (try to get Demon Edge before the Javelin) for some sick damage + minibash (note that by this point you can one-shot many heroes with a nice 400% critical strike ^_^
If the game isn't yet over , you can get any Luxury items or save money for buyback.
