Davion is defined by his ultimate. At the first level it is very useful as a tower destroyer. At level 3 the splash+slow can take down entire teams. The 2nd level (red dragon) is kind of a downer - only get it at 11 if you desperately need the AoE.
The higher levels of Dragon Tail only give a small improvement - some players prefer to skip them for Stats.
